January 1, 2024, marked a turning point for short-term property rental in Turkey. The law regulating Airbnb services came into force on this date and with it new requirements for anyone wishing to rent out their property on a short-term basis.

Airbnb Turkey 2024 investment new rules
The first significant change in Airbnb regulations in Turkey is the obligation to obtain a tourism house license before proceeding with short-term rental.
The second requirement is to hang on a plaque delivered by the Ministry at the entrance of the property to be rented on a short-term basis.
Other requirements are necessary regarding the housing conditions and the property qualifications.

The procedure to obtain the tourism house permit
To get the permit or the tourism house license, you have to follow the procedure defined by the new law.
You should know that only online applications are accepted. If anyone submits a physical application, it will be returned to him without any consideration. The application for a tourism house permit must be submitted through the e-Devlet platform. Before that, there are some documents that you must provide within your online application which are:
- A copy of the Turkish identity card or a copy of the passport for foreign investors as well as their tax identification number
- A signature declaration if there is no signature copy in the identity document or passport.
- A copy of the current title deed
- If the property is within a building with different owners, a notarized copy that states that all the proprietors unanimously decided that the property can be rented for tourism purposes

The application procedures are completed within 30 days. Passing this date, you either get your permit or your demand will be rejected with justification given.
In case you get your permit, your property will be inspected within 30 days from the date you obtained your tourism house license.
During the inspection, you, as a permit holder, risk paying an administrative fine if your property does not meet the required qualifications. If you do not respect the deadline defined during the inspection, the permit will be canceled.
The plaque arrangement
The plaque is delivered by the Ministry of Culture and Tourism in Turkey and includes the following information:
- The phrase “Residence for tourism purposes” and information that states that the property is subject to inspection by the Ministry
- The permit date, its number, and the contact number of the permit holder
- The residence’s address

The residence’s qualifications
As mentioned above, the new Airbnb regulations in Turkey contain some requirements regarding property qualifications and housing characteristics.
If you apply for the tourism house license, you need to make sure your property respects the following qualifications:
- At least one be, a bathroom, a living area, and a kitchen arrangement
- Cold and hot water quality bedding in the bedrooms including one pillow, pillowcase, sheet per person, blanket or duvet according to climatic conditions, with face and bath towel per person in the bathroom.
- Chemical fire extinguishers and smoke detectors against fire with a sketch to determine the location of the escape stairs hung behind the property’s doors
- Diverse furnishing and equipment that make the residence in compliance with housing standards
- The capacity of the house where each bedroom can receive two guests while a maximum of two people is added excluding the number of bedrooms. Thus the maximum of guests cannot exceed 12 people even if the house has more bedrooms that fit the requirements.
As a permit holder, you must maintain these conditions otherwise, you will lose it. Inspections are carried out by the provincial directorate to verify that your property still has the requirements that were the basis for the issuance of the permit.
